Making peace with all neutral is way too much OP'ed. Godmode.

Why don't you make 'truce amongst rogues' an 8 level tech, in that:

Each level enables you to make a permanent peace treaty with a single planet at most <tech level> jumps from capital.

So, at level 1 you can make peace with 1 planet 1 jump away from your capital.

At level 2 you can make peace with another planet up to 2 jumps away from your capital.

At level 3 you can make peace with another planet up to 3 jumps away from your capital.

And so on until level 8.

Making peace with the pirates would only be possible at level 7 or 8, and would render you immune to pirate raids.

Yes the game was at 1:20pm PST, which would translate to 4:20 pm EST.

"Particularities" are usually important.  A single on becoming an off in a processor can royally screw things up.  Same thing with the mass being off in a nuclear warhead.  Same thing with a line of code being improperly written.  Same thing with one lil cancer cell in your bloodstream.  The small detail of you having to breathe consistently to survive. Take that away for a few minutes, Small detail right? Details actually do matter.

I seriously doubt truce amongst rogues' usefulness now. I wouldn't buy it except for games with pirates enabled.

What makes it even worse, it removes any difference between the rebel and loyalist early game.

I believe it will still be most very useful for players in econ spot, or in the case of larger than average maps.

I personally can not stand this ability in the game.  its more of a nuisance if anything.  The Rebels constantly pouring into your back areas and having to make sure you are well protected just causes way to much chaos and constantly having to manage my back end areas and keeping me from concentrating on the forward areas and moving deeper into enemy territories.  plus this ability has become nothing more then a rush by players to see who can get it first.  I really think this is one feature that needs to be toned down a lot and used far less or removed completely.

Hmm, Maybe I got this mixxed up.  but its the one where you ally with the rebles that constantly spawn in your back areas.  Hate that ability.

The research that causes Rebels to constantly spawn on your enemy's planets is Insurgency, I'm pretty sure both TEC factions have that, since it's been in since Vanilla Sins.

Rebel also have an upgrade that allows pirates to random spawn on their own worlds and are controllable

Very good idea, although I'd adjust values. Reasons why TAR is OP are that it lets you expand too far, with too little cost and micro. It would eliminate reason 1 while still being useful.
